Tie vote! When you only have 8 Justices, ties votes are easier to come by, but this particular one was a 3-3 affair, with Blackmun and Scalia recusing. The underlying case dealt with whether the Secretary of State had discretion to deny visiting visas to aliens. Notably, this is the only case in United States Reports to feature President Reagan as a party.
